Pick the folder your images or videos are in (a mix of both works too). Windows is asking you for a folder, so the dialog lists folders only and shows no files; that is normal, the folder is not empty.
The dialog shows folders only and no files, because Windows is asking you for a folder. Double-click a folder to go inside it, or select it without opening to take the whole folder.
After you choose, your browser may ask whether to "upload" that many files to this site. That is Chrome's own standard wording: allowing it only opens the files to the browser itself, and no image is sent to our server.

On Windows CapCut does not copy the images into itself, it reads them where they are; move the folder later and the clips go blank. On macOS the images are linked inside the project (no extra disk space on the same drive), because CapCut cannot read them where they sit; there, moving the folder does not break the project.

What it handles

Videos are fitted to their slots by changing speed, between 0.8x and 1.5x. A video that is still too long at 1.5x is trimmed from the end. A video that still cannot fill its slot at 0.8x plays in full, then its last frame freezes with a slow zoom in for the remaining time. The videos' own sound is muted.
Image 1 zooms in, image 2 zooms out, image 3 zooms in, and so on. Added to CapCut as keyframes, so you can change or remove them on any clip later. 100% is the image at its normal size.

Under the hood
Sync for CapCut never asks for the images themselves. The browser reads what it needs locally, the server only writes the timeline, and a small script places it into CapCut on your computer.
Only each file's name, width and height, plus a video's length, are read. Nothing is uploaded.
